So Teck would be willing to send a signal that could result in a run on the share price? In today's challenged macro environment for junior miners that still may not happen, but I don't see how it's in Teck's interest to publicly tip its hand without making a formal offer.

I never said that Teck would publicly signal their interest? Teck's public interest in SC is pretty minimal.

What I'm saying is that Teck can give the impression that they are willing to negotiate if that ever happens. Teck knows Elmer wants to monetize SC by end of 2014.
