...why is it taking Teck two years to ("not yet") complete an optimization?

It hasn't been two years to complete the optimization studies, it only feels like two years.

The optimization studies were announced on March 19, 2014. The work in 2013 of the JV was a drilling program to enhance the value. Drill results came back in December 2013. Strictly speaking then Teck has been working on the optimization studies for 9 months.

I don't think insiders can purchase at this point because they would have material information if only because of the RE on Van Dyke, and the plans for SC next year.
