Its 100% official and not a hoax.

Look at the beginning of the URL (http://a100.gov.bc.ca), it is hosted on the BC gvernment's server.

It is a concern to me that they wouldn't want to keep 'one foot in' so to speak? You know, keep the door half open that it may be forthcoming?

The wording doesn't sound like they plan to proceed in the near term.

...or maybe the Teck project coordinator is spreading FUD so Teck can steal shares from the longs?
