I agree the $4M fine is nothing, but I disagree with your other points.

It's not just a $4M fine though, is it? They would also have to pay something to remedy the problems. The specific breaches that they mention include, "openings in the deposit where the ore was stored and a failure to build sufficient water infrastructure."

I don't really know what that means but it could be wide open in terms of costs to upgrade the water infrastructure. Whatever it means, nothing is free and little is cheap.

At any rate, more hassles working in Chile.
