Won't a news release from Elmer saying Teck has started be enough?

Generally speaking, yes. But, drills break and then there are no results. Or, planned drilling gets interrupted by an accident and they have to stop. All sorts of things can happen, and have happened, so that the beginning of drilling does not always result in a useful core. It is not particular to this project but all projects.
