I agree, but we never know what stunt they will pull to gain some time.

If they reduce the size of the initial phase, would that affect the NPV negatively?

It would cost less in infrastructure, mine life and IRR would probably increase, but it would also defer revenues in the future, which is not a good thing for the NPV.
