Yes, should be "B"... and getting back your initial investment in 2 years is not 40% IRR.  Double your money in 2 years is 40% IRR.

With optimization, I think it they could double their money in 2-3 years, which means an IRR anywhere between 25% and 40%.

What are you trying to point out with the extract of the new release?
