I think the sign off is figurative, not literal, as the 2019 work is a "conceptual study". More likely they mean Teck's management have reviewed the work and agree this is their current view of SC, for internal use only. Copper Fox now has to announce something that will support the share price, not continue to destroy it as they have done for 6 years.
