It's not weird at all.

PP was only for existing shareholders. Only 82k not filled. They got enough funds to do all that needs to be done.

EE took even more of it after they extended, positive sign.

Majority of retail investors invested here are tapped out so only insiders got the dough and they buying it up, another positive.
