If that were true, what could that mean?

They are not happy with the quality of their work or not happy with the results that the consultants came up with. After seven years of a positive BFS should they not already know everything that the consultants could tell them? And if they are working together on this project would they not be discussing the different opinions as they go along?

Maybe my understanding of a consultants role in this is not how it works.
