LOL I have another theory YM and that is the board and management are milking the shareholders dry while they are laughing all the way to the bank.  If you add up Elmers salary, consulting and director legal fees over the past 10 years of producing nothing for shareholders Elmer and company has made out like bandits while leaving suckers to hang out and dry.  Yup pretty nice gig if you can keep it going with more delays and continual empty promises. Keep telling them what they want to hear LOL.
