Work program? Drilling? Non of that needs to happen at point. Those are things you do to increase the size of a deposit/add value. There are optimizing now to bring down the capex, studies to determine where a tailings dam would go,working with the Tahlitan, environmental etc. This would lead me to believe that hey know what they have and are looking for ways to make it as economical as possible. I would be more concerned if they did have a big program planned as that would indicate that they dont think what they have is worth anything.
