Don't forget, even if Teck and Copper Fox have an agreement in place to sell Schaft Creek, Copper Fox may still need a 3rd party evaluation to protect itself from shareholders expecting a 2B sale. In my opinion, that could be a reason for doing the PEA and why Copper Fox is paying for it.
