I doubt that Teck would elect to send all their data to Tetra Tech, 7 years of work, for Copper Fox to shop around right after.

I also don't think that that Copper Fox would spend several hundred thousands dollars for a PEA that could be based on wind if Teck doesn't sign the 2019 final report.

The most logical explanation for me is that both parties have an informal agreement in place and once the independant report is done, everything will be signed and the transaction will be announced.
