I have recieved very similar, almost word for word responses lol. "SOON" was used in my email

With the VD PEA to be finished at the end of Nov. at what point do we say they are late with another timeline? Do we give them till the end of second week of Dec.? We had some nice momentum going there and would have been great to add some good news during that period.
