How likely is a dividend?

Hope someone can enlighten me. How sure are folks here that a dividend would be paid? I submitted the question at the last AGM and was promptly ignored. Someone has mentioned a dividend that was paid in the past, but that must have been before 2009 cuz I've been invested since then and have never received a dividend from CF.
