"Calculate the last 20-day weighted average."

 

It depends how the calculation is done.  Since a News Release announcing the trigger is a requirement, yet it has not been issued, tells me that the way you are calculating the 20-day VWMA must be incorrect.  Just deduction.

We haven't had 20 individual days back-to-back-to-back with a price above $0.20 VWAP for the day.   Maybe that's the way they calculate it.  I think Explorationguy was thinking this same way.
