Not sure if Biden will ever become president, depends on what Trump has planned. But if he does and pushes through his infastructure plan, Teck may have missed out on surge of copper demand.(as far as SC goes anyway)

I would assume the nation wide upgrade would start right away and accomplish a lot before the next general election.
