So I would be shocked if we do any type of going into production.  

I get it.  That's long been my viewpoint too.  But keep in mind that VD is a lot simpler and straight forward than an underground or even open pit mine. Minimal capex, minimal build time, minimal time to payback, plus huge IRR.   And then I noticed a new section header in the MD&A.  Why would they word it that way if it wasn't an option.
