I'm thinking that this may be a very subtile way for Elmer to prepare his retirement and it's always been my impression that he would only leave CF once SC is done. 

Here's a possible outcome:

1) Elmer steps down from this company just before the SC PEA is released.

2) SC deal announced the same day as the new PEA numbers are made public.

3) Elmer retires and only acts as a part time consultant.

IMO.
