This news indicates the following possibilities, in no particular order:

1. VD has been shopped, no interest

2. VD has been shopped, some interest but also some uncertainties around the targets outlined as objectives in the desktop study that CUU will address in this study

3. Complete mismanagement of VD as this could have been done months ago as suggested.

4. Possible only now to undertake this desktop work with cash on hand now with warrants being exercised. I don't have the CUU financials in front of me and how the coffers looked like over 2021...no costs for this study were listed but perhaps it took the warrants to fund it, not sure, but possible I suppose.
