From the VD PEA.

There are two main permits needed to support the Pilot Test: Arizona Protection Permit (issued by the Arizona Department of Environmental Quality) and the Underground Injection Control Permit for Class III Wells (issued by the US Environmental Protection Agency). It is anticipated to take about a yearto develop the applications and collect the necessary environmental data and it would take 6 months to one year to go through the review process. Permitting for the pilot program is estimated to cost $1M as summarized in Table 1-15.
