Basically keeps more money in tecks pockets rather the government's.

A tax system that helps big corporations keep more of their money especially during periods where their expenses (deductions) are more than the income! An example....the years they build SC into a mine....the billions they will spend before profits exceed spending? My thoughts on it. It reduces their income tax in future years too, again keeping more money in the bank- less taxes!
