Not sure whats the cost to build a refinery but transportation cost for SC only is 35M US per year.

Would make sense for majors to regroup.

If id be Teck, would also ask the governments to finance the roads to SC and Galore. Huge savings in capex and could be done upfront to reduce construction timeline for both mines, increasing even more the NPV.
