So basically all the gain from exercised price to them being moved to tfsa is being taxed

Yes the cap gain is being crystalized on the number of shares being transferred, and gets a sale price based on the current share price at time of transfer. Don't forget that not "all the gain" is taxed....only 50% of capital gains are taxed in Canada. :)
