Yes that is right.  The government of Chile funds zero costs for their 10% ownership but gets 10% of the EBITDA.  It is also right that Teck has to fund 66.6% of total project costs but gets only 60% of the EBITDA, not 66% of the EBITDA as your comparison assumes or suggests.
