You don't need many holes to estimate the size of the system, but the resource will be mostly considered as inferred due to the big spacing between the holes.

Spending a lot of money reduces the gap between the holes and increases the certainty, therefore you can convert the inferred in M&I, etc.

There's no reasons to drill 15K-30M meters until you really know what you have.  Throwing out money and randomly drilling targets is not a very good strategy.

That's how I see it anyways.
