In my opinion, they have a responsability to call the warrants before anything else, as they've been in the money per the acceleration clause.

I agree the warrants should have been called a while back, but as per July 23, 2020 news release, the company waived the accelerated clause for the warrants: "... the Company has decided to waive the acceleration of the Expiry Date. Accordingly, the Expiry Date shall remain as stated in each applicable warrant certificate."
