I  took a look at the recent notice and 3/4 down page it appears ? EE will subscribe for a min. of 4,800,000 shares / 1.2 million Dollars worth which leaves  a balance of 3,200,000 for other SH. or others authorized to participate...

Doesn't seem like lack of interest from at least one insider....
