Probably the same reason that the sp is stuck. The retail market has had 20 plus years to assess the company's performance and the response is a big "no thanks". Trying to raise about $2 million of which $4-500,000.00 could be used for salary isn't a good look. 

On the other hand I'm sure the pumpers will point out that there's still time to jump into this incredible opportunity that management has graciously opened up to the public.
