Why doesn't EE just lend CF the money to pay the salaries until SC is sold and stop funding the very junior satellite projects ( that nobody wants at this point)

Just get er done, there could be lots of development money later, why continue the dilution at a cheap stock price (unless your the guy buying the PP)
