I don't think they are letting them drag this out indefinitely. 

Be aware of how old the insiders and management.  They want this sold but in order to sell it at the price they want, they need Teck to be comfortable in paying that amount by doing all this work I suppose?

I'll tell you this though.  Teck selling coal, their earnings is going to take a hit overall.  They think the new "pure" play copper ratio will help keep the share price up? I'm not so sure on that.  Teck might need to expedite some of their copper projects sooner or later.  QB2 can only fill the void by met coal so muhc.
