I think you misread the rule.  The 66% vs 50% is an inclusion rate.  It is the portion of the gain that is subjected to income taxes.  66% is not what the gov't takes. 

Normal people's cap gain inclusion remains unchanged at 50%.  And if you are as p!ss poor as I am right now, the 50% that does get included on the tax return gets exposed to my personal marginal tax rate of zero.
