Right the regulatory agencies leave no stones unturned when it comes to insider buying or selling on insider info...so i agree, this new buyer can't be that stupid to be an insider...One other possibility could be a friend relative or associate of an insider..which makes it harder to trace...IDK but anyone that buys millions of shares on no news can't be looking for a .20 cent pop...maybe institutional investor
