Didn't Elmer drop previous insinuations that anticipated studies might positively impact, amoungst other things, "throughput".   Is "throughput" not just code for "size of mining operations"?   

With this NR Teck did allow Elmer to publicly state that potentially big changes are in fact being reviewed.
