I actually don't think QT is all that bad even with the recent problems. Pretty sure if you called and said it was down (and they would know) and placed your order by phone, they would charge it at the normal price ($4.95-$9.95). As far as I know, they're still the cheapest and in terms of their other services are more or less the same as other discount brokers.
