I received an email from Richard Marshall this morning that also indicated that he believes that they are very close to a permit, but with a caveat stating it is difficult to predict exactly how and when. However, I did notice that the tone of the email (which I do understand is difficult to intrepret) which did appear to be more optimistic then past communications. In the end and as I type this we are still without a permit, but with a stock price that is up today (low volume however) which could be interpeting some pending change or a bounce in price action.
