According to the results of the 2007 Latin American Index of Budget-related Transparency, Venezuela was rated (with 33 points over 100) last in a group of nine nations in the region. The factors considered included planning, execution, and monitoring of the use of public funds. On the contrary, Costa Rica was ranked first in the list.
