When this permit finally comes it will be interesting to find out what really caused the delay.

The only thing in my experience that relates is the waiting for building permits for fairly complex technical projects. Any kind of pressure applied to the approving authority always had negetive results. There has to be a lot more going on than this but I believe the current management is doing the right thing no matter how painful.
