I would suggest to you to read the trade agreement that was made between Canada and VZ. the picture will become alot clearer.

The bs i was referring to is that kry does and will have recoarse if they don't get the permit, IE the oil companies. check that out.

On public opinion, VZ would have a hard time explaining why kry did not get the permit that was already approved but not issued, hospital  school aid . roads  air strip completed, bond paid taxes submitted. With hugo wanting more investment into his country that would not bode well with other countries.
