I think the permit delay has everything to do with the systemmatic, planned revamping of the mining sector which involves diplomatically removing the illegal miners (by blowing up their equipment with C-4 explosive if necessary), converting concessions, and reassigning the displaced miners to big, environmentally\fiscally friendly producers such as KRY as well as smaller, regulated communal mining entities. The government wants to make sure that they have all their ducks in a row in this regard before they start announcing permits for big mining operations. This could cause even more discord amongst the underemployed\displaced miners if not done properly. BTW....along that line of thought...wasn't there a meeting of some miners today....something to do with being important and "registering"?
