These are the social programs KRY agreed to execute when the MOA was signed off back in Sept 2002 -
Crystallex will address immediately the needs of residents in the area through the creation of employment, training programs and improvements to the health care system. In the longer term Crystallex will address improvements to the water and sewage system and the local road network.
On top off this Crystallex have replaced houses and I'm sure there are other infrastructure tasks I have overlooked.
When I have stepped back to determine what possible reasons would stall the permit, one item I have listed is Crystallex has not met the arbitrary social program expenditure that Chavez wants Crystallex to meet and thus no permit. I would imagine social program expenditure is a high priority in the new socialism way of doing business.
