I have to reply here to the final paragraph "There has to be a REASON for the delay. It can not be due to just simple bureaucratic diddling." In the current "John McCaiin" front page issue, in part he was taken to task for having written a letter to the FCC. Here is an extract from the Boston Globe.

"As for his letter to the FCC on behalf of Paxson, McCain said, "I
wrote a letter because the FCC, which usually makes a decision within 400 days, had gone almost 800 days," he said."

Now note carefully folks, he was referring to an American bureaucracy, and he was referring to 2+ years. Take a deep breath and recall your latest frustration with a bureaucracy, be it public or private ( ie a big company), Hey come to think of it, were even expressing frustration with the bureaucracy at KRY for lack of communication etc.!!
