The buy and sell Scramble

I'm just a retired small investor. IF permit comes and price soars will there be a lot of unloading (those who have bought near the $2.00 price), or will the Gold Price and the KRY gold in the ground just keep the STOCK bubbling up..That sell of 500K seemed to take a few cents off the price, what would 4-6 million sell do?
