I think focus on expiration of Hugo's special powers, as a drop dead date for his sign off, is somewhat misguided.
My understanding is that his powers allow him to circumvent NA approval (legislative branch), within certain areas or domains. At this point, this matter is exclusive to the executive branch (which is why Ortega can sign). Hugo can override anyone in the executive branch (ie, Ortega) at any time, irregardless of the special authority, or expiration thereof.
At least that is my understanding.
