I think the quote:

``He's a tough, no-nonsense businessman who will make things happen one way or another,'' Thompson said. ``He's not the man who will sit on the file.''

means Sanz will get the permit "one way or another"; not the decision will be one way or another.

Also Thompson never said "hope". That was the reporter.
