Wouldn't this confirm what I mentioned yesterday about the "you approve it, you take responsibility for it" rule that has been mentioned so many times over the past couple of years by Doody and others?
It's a policy that, by definition, infers that Ortege would be assuming any and all "political liability" when/if she signed and if/when KRY does something wrong regarding the environment. Having Chavez sign would be the only way for this project to get approved without someone taking on such a liability.
It sounds like they may have understood her hesitancy to perform her "job function" for a while now. Her stated feelings toward the non-Ven exploitation of natural resources is a weak point of contention, given the company that owns the deposit (CVC) is Ven. Right?
