There was a time when I was 99% certain that the permit would be issued. Now I am probably more at 80-90%. I think most people think that LC will be developed and it will be by KRY (or their acquirer), but of course the huge variable is when. Activities could initiate next week, or in a couple of years for all we really know. I hope, and am inclined to believe, that it will be relatively soon, but this is such a disfunction country run by a completely self serving egomaniac. Thus the reason for the uncertainty and low pps. Sometimes I wonder if he thinks that it best serves him to marginalize his electorate through poverty. Then again, I think the result of the last referendum served notice that his games may cost him his job. Hopefully he gets the message that Venezuela isn't his personal playground, that he really has a constituency to which he is eventually accountable. I am inclined to believe that sector rotation is now beginning to work in KRY's favor. Hopefully permit issuance will soon folllow with Sanz's help.
