As I've said, I hope it does come out of the blue, but I can offer a very real set of events that makes it appear that the permit will issue, running the pps up, but doesn't. To wit: Sanz visits LC. Sanz says this project should go ahead ASAP. He says he will meet with Hugo to facilitate project initiation. Then nothing happens ... Hopefully something like this doesn't happen, but mozolog is correct in suggesting that one needs to not be too cocky or greedy and be considerate of the unlikely event, as has occured in the past.
