Excellent summary of the situation, IMO. A couple of other things that have however been raised in the past are that KRY and GRZ aren't the only projects in Bolivar that aren't moving. According to RM, a Russian kaolin project, some forestry project, and some others, are also awaiting their respective permits. I certainly don't know what the problem is, but it could really be more bureacratically related. Maybe the whole "resource sector" is in disarray and Hugo is counting on someone like Sanz to introduce some order, competency, and a bit more integrity to the process. I may be grasping at straws, but as you say, it is difficult to follow the logic in deliberately holding everything up, seemingly to everyones detriment.
